The 10 second rule was put into place so that no replays are allowed to be played in that time, you are required to make your call based on your gut feeling, what you see, and what you hear from your players. Not a perfect science at all but it does certainly add to the drama of the whole thing.
For clarity sake, the rule last year was the flag had to be thrown "within the following possession" or before the start of the faceoff after a goal. Home teams were able to manipulate the situation with playing replays for themselves but eliminate the quick replay for the visiting team. It created a competetive inequity and needed a remedy.
Some buildings have the ability to cue up a video quickly and some don't, luck of the draw, so to eliminate all of that nonsense, the League put in the 10 second rule.
