We do have video review, the League takes all game film and reviews any major penalty. Actually, any penalty called or not called by the officials that is more than a minor penalty is reviewed.
The Mammoth could probably afford to use state of the art video equipment but most of the other teams couldn't afford to do so. So it is impossible to mandate it unless a majority of teams want to fund it.
Sometimes, no matter what happens, video doesn't catch certain events. Events that happen away from the main play don't always make the current video. In the John Grant case, the incident happened away from the faceoff where the cameras were focused, unfortunate that it wasn't caught on film.
The League continues to strive towards getting it right and the competition committee is constantly discussing improvements in all aspects of the game to make it more entertaining, faster, and safer for all the players. Hopefully we can strive to "get it right" as time goes on.
